They do use oxygen for dogs and cats.
That said, veterinarians are less quick to put a patient on oxygen because of the need to charge for it, and few pet owners have insurance that will help with the cost. MDs are quick to order oxygen for patients because it is recommended medically, and cost is not an issue… they will just add it to the amount billed to insurance, making more money for the additional service.
